Land Rover AC fan is loud but the air is weak, what could it be?

My Land Rover Discovery has about eighty five thousand kilometres, and for a week the AC fan has been very loud, but the air coming out is weak even on the highest setting. It is still cool, just not strong. I live in Sharjah and work near Industrial Area 10, so the car sits in the sun all day and I need the AC from the first minute. My cousin says the fan motor is dying and I should replace it. A friend says weak airflow with a loud fan usually means a blocked cabin filter, and that I may be about to spend money for nothing. I looked online for a Land Rover AC workshop in Industrial Area 10, but every page said the same thing, so I still do not know what a proper check includes. Could a very dirty cabin filter really make this much noise? Can leaves or dust inside the blower housing cause a rattle? Does the shop test the blower speed and the resistor before they say the motor is bad? Is it expensive to reach the blower on a Land Rover? How long does a check take, and what should it cost? If your car had the same loud fan and weak air, please tell me what the cause was, what you paid, and what you would do differently. Easy answers help me most.
